Hoping for High Ceilings

This year's draft is different in so many ways from years past. The huge differences are that the new CBA has limited the amount that teams can spend/offer. Gone are the halcyon days of years gone by where the Pirates would spend money on the draft all over the place. Instead they are going to be limited to what the league says they can spend and will need to be more creative/efficient in identifying the right players and when to take them.
Identifying the players is another prevailing theme for this years Rule IV draft. The Pirates are picking in the very top of the draft but in the eighth overall selection. Picking that later makes it that there are no real sure fire bets on whom they may take. One could argue for any
